An obsolete water treatment plant that once served 50,000 people was reborn as an ecofriendly people's park—and a kick start to revitalizing its downtrodden neighborhood.

Instead of turning its back on history, the design preserved much of the accumulated machinery and structures as bold reminders of the site's original "urban ecology." Recycled water pipes are carved into bike racks and benches. The over­size walls of the purification chambers were left standing as weathering ruins, with vines now clambering up them and wildflowers (Aster koriaensis) thriving at their bases.

What could have been noise pollution was creatively turned into performance art. A fountain in the middle of a one-and-a-half-acre artificial lake responds to roaring aircraft with 41 spouts that send jets of water 50 feet into the air—people flock to the park to see the action.

An elevated "floating promenade" offers views of the lake, the purification canals feeding into it, and the main Mondrian Plaza—a central area boldly patterned with geometric shapes of native plants and "citizen areas." The main draw here is an outdoor LED screen displaying digital art.
